- Just, upright and decent individuals from the society are invited to the Prison to assume membership of all the various guidance committees of the Prison: The Prison sincerely invites specialists, scholars, and citizen representatives who are local opinions leaders, just, and enthusiastic to assume memberships for all these guidance committees of the Prison to offer reform suggestions and increase standards of all administrations of the Prison.
- Combine social resources to compensate shortfalls of hygiene and medical service and edificial and educational personnel: Actively administer medical and religion groups or individuals to visit the Prison and deliver free clinic and assist counseling and education tasks to provide more comprehensive medical cares for the inmates and precipitate inmates to adjust their concepts and behavior from inside out through readers’ club and the strength of religion.
- Strengthen care-taking task for sick inmates in the Prison: The Prison is designated for repetitive severe crime offenders. The inmate sentences to this prison serve longer term of sentence that usual. The Ministry of Justice designates the admission of AIDS individuals. Therefore, establishing a well-organized medical system and care taking system for sick inmates is even more important. Inmates with cardiopulmonary diseases, tuberculosis, hypertension, and other chronic diseases are listed for special attention and control to track their developments of diseases. In addition, inmates with life-threatening emergency sickness beyond the Prison’s medical capability are transported to external hospital on guard for treatment to make sure life and safety of such inmates are protected and prevent in-prison sudden death that causes troubles to the agency.
- Strengthen Inmates’ Skill Training: Short-term skill training classes with local features or technicality are provided so that the inmates may have proficiency in a particular line of work so as to provide them with the ability to earn a living after their discharge from the Prison and reduce the chance of committing crime again.
- Strengthen administration of “Refurbish of Abandoned Furniture” Plan: Actively cooperate with cleaning units of adjacent Rende, Gueiren, and Guanmiao townships for refurbish of abandoned furniture. The “re-born furniture” is serviced with exquisite craftsmanship done by the inmates, and inmates may regain self-confidence in their works. Inmates are therefore taught to be hardworking and thrifty and to earn a living on one’s own, thus the general public can better accept the inmates back into the society.
- Actively plan for corrective measures for long periods of imprisonment: With collaborated efforts from the Government’s development of criminal justice policy, the Prison plans for all types of facilities for long period of imprisonment and enhances professional capabilities of discipline personnel.
- Actively administer all types of pre-discharge guidance measures: Actively administer all types of pre-discharge guidance measures for inmates by cooperating with Tainan Branch of Taiwan After-Care Association and Tainan Employment Guidance Center for employment guidance task. Additionally, the Prison also takes synchronized actions in response to the call of “Justice Protection Point” advocated by Chief Prosecutor Jhu of Tainan District Prosecutors Office by integrating current 3-stage guidance (education volunteer of the Prison, volunteer social workers, and detention volunteer during period of custody, and volunteers for after-discharge period), so that inmates admittance, education, parole observation, and new life after discharge may be integrated and guided by the same volunteer. Such “Consistent Guidance System”, a new idea that increases efficiency, shall promote the linkage between administration and after-discharge protection and reduce the inmates’ chances of committing crime again.
- The Prison is a designated severe crime offenders’ prison with attached Tainan Rehabilitation Institution, Mingde Branch Prison, Continuation School, and designated AIDS Inmate area; tasks are highly complicated and workloads of educational and control tasks are heavier than regular prisons. Any carelessness in guarding and managing repetitive severe crime inmates and medical care for sick inmates shall lead to a security incident. With insufficient security and medical personnel, developments for all tasks are very difficult. Thanks to various kinds of supports and supervision from superior officers at all levels and the united and concerted efforts from each colleague, currently all tasks may develop and progress at full speed. However, there are many improvements to be made, and the Prison sincerely appreciates directions, so that the Prison may become an originative, highly effective, zero-incident model prison without disappointing.
